I don’t agree.
Every Internet Service Provider KNOWS who’s paying the bill for connectivity.
They can ENFORCE identification for every computer that connects to their circuits.
It’s not just “retail” either. Businessed have to connect or “peer”. They know what is coming through their transit points.
Sorry, but IPv6 or proper administration would allow age verification and identity management.
The ISPs aren’t interested because the current problems are no skin off their nose.
It’s all about the benjamins.
